The 'Domini de Soakes' (mb [3]) likely refers to the liberty of the Soke, just outside Winchester on the east side, between the River Itchen and St Giles' Hill. The city had no authority there, jurisdiction being in the hands of the bishop of Winchester (Keene and Rumble, Survey, p 72). The bishop might thus be termed the 'lord of the Soke' (at this time William Waynflete (c 1400–86), bishop of Winchester (1447–86)), but it is unclear why the chamberlains would do so in this single case. The prince's minstrels also visited the college in this year (see Winchester College Bursars' Accounts, 1481–2).

The chamberlains' account rolls record all of the city's income and expenditures.
Income comes primarily from annual rents and rates, as well as special
levies. Expenditures include the whole range of civic responsibilities,
including construction and maintenance of civic structures, annual
payments to civic officials, and rewards given to local nobility and
gentry (and to their performers). The accounting year runs from
Michaelmas to Michaelmas.
1481–2; Latin; parchment; 4 membranes attached serially, mb [1d] contains accounts of the alnager of the town and county for the same year, chamberlains' accounts continue on mb [4d], and end there; 715–825mm x 245mm; unnumbered; mb [1] faded and stained, otherwise in good condition; modern paper wrapping with date and names of some city officers and contents inscribed.
